What is an order in council?
An order in council is basically a non-debatable order by the standing government cabinet. Unlike legislation, it does not require the approval of the House of Commons or Senate and therefore may not receive proper scrutiny or debate by the public bodies. Order in councils are generally used to add detail to existing acts or regulations.
